Accessibility statement
This accessibility statement applies to the https://lukkari.evlut.fi instruction website and the Lukkari publishing system administered by the Church Council of Finland, whose technical accessibility has been centrally assessed. The parishes of the Evangelical Lutheran Church of Finland use this shared Lukkari publishing system as their website platform. The individual accessibility statements of the parish websites describe the accessibility status of the content on each parish website.

The Lukkari publishing system administered by the Church Council of Finland, as well as the Lukkari instruction website, aims to ensure equal digital accessibility for all users. We continuously improve the user experience and comply with the Act on the Provision of Digital Services (306/2019). Any identified shortcomings will be corrected as soon as possible.
The Church Council of Finland has carried out a self-assessment of this service’s accessibility. The accessibility of the service will also be evaluated by an external expert organization in autumn 2026.
The instruction website and the web publishing platform partially meet the accessibility requirements (WCAG 2.1, levels A and AA).
Users may still encounter some accessibility issues on the website. Below is a list of known issues. If you notice an issue that is not listed, please let us know.
Non-accessible content on the Lukkari instruction website
The following content or functions are not yet fully accessible:
- Some images may be missing text alternatives, or the text alternative may not adequately describe the image content. (WCAG 1.1.1)
- Some tables on our pages may have deficiencies in header row markup. (WCAG 1.3.1)
- Broken links may occasionally appear on our website. If you notice a broken link, please inform us. (WCAG 2.4.4)
- Some links on our pages do not sufficiently describe the destination of the link. (WCAG 2.4.4)
- There are deficiencies in the heading structure on our pages. (WCAG 1.3.1, 2.4.6)
- The contrast of visual presentations does not fully comply with the WCAG standard in all areas. (WCAG 1.4.3, 1.4.11)
- Not all documents on our website are currently fully accessible. If you notice any deficiencies, please inform us. You may request the information contained in the documents using the contact details provided below. (WCAG 1.1.1, 1.3.1, 1.3.2)
- The website may contain links that are missing text alternatives. (WCAG 2.4.4, 4.1.2)
Our website contains content that is not covered by accessibility legislation:
- Some information on the website is presented using map views. Guidance information provided through maps is also available on the website in an accessible text format. Maps that are not intended for navigation purposes are outside the scope of the legislation. (Act on the Provision of Digital Services, Section 3)
Technical accessibility of the Lukkari publishing system
- Some areas of the websites may contain color contrast issues that do not meet the minimum contrast requirements. (WCAG 1.4.3)
- The websites may contain empty headings, meaning heading tags without text content. (WCAG 1.3.1)
- The websites may contain a “Which parish do I belong to?” embedded component that lacks a text alternative describing the content or purpose of the frame. (WCAG 4.1.2)
